An attempt has been made for alluding to the significance of participative managment, with the help of a productive labour capable of playing a vital role in goal-setting & preparing a conceptual framework before a plan is really implemented. Frequent mobility of labour from one organization to another poses lot many problems to the management because

a. sufficient financial & other resources on HRM through R&D are lost, once the trained and
technically skilled labour decides to leave a given organization at a given point in time.

b. the newly hired human resource might be much too raw to play any significant role in the
Organization, which might prove an impediment particularly in a very very highly
competitive behavioural configuration.

c. Some of the highly specialised assignments might suffer due to departure of labour
trained & adequate financial resources invested as cost of training.

Under the circumstances, constant exercises of PERT (Performance Evaluation & Reviewing Techniques) and PARD should help. It should also be kept in mind that better working conditions & provision of financial incentive are steps in the positive direction.
